Rome cannot be the fourth kingdom
The inherited reading is Babylon, Medo-Persia, Greece, Rome. It is tidy. It is also too long. Daniel's fourth kingdom is strong as iron and then mixed with clay: it does not cling, it shatters, and a stone cut without hands breaks it in pieces. Rome is still collecting taxes in the Middle Ages. A transitional kingdom that outlasts the stone by a millennium and a half is not a transitional kingdom.
Full preterism often keeps Rome and then locates the strike at AD 70. Partial preterism keeps Rome and a future strike. Futurism keeps Rome and then invents a revived Europe. Atavist theology changes the metal. Militant Judea is the iron. Rome is the instrument that walks into the crack — Pompey in 63 BC, Titus in 70, Hadrian in 136 — not the statue's last alloy.
And the fourth kingdom shall be strong as iron, forasmuch as iron breaketh in pieces and subdueth all things… And whereas thou sawest the iron mixed with miry clay, they shall mingle themselves with the seed of men; but they shall not cleave one to another, even as iron doth not mingle with clay.
